文章意思整理一下就是:

1.90%被cancel的project在反对党的区

2.但是有report说, 反对党区被cancel的project都是wasteful

结论, 总统的决定不是针对反对党的

问题问assumption

两个条件到结论之前缺少的是什么呢?

就是那个report中,被认为是wasteful的计划中,有多少是反对党区的,有多少是总统区的

如果, 所有wasteful的计划中,假设100个, 40个是反对党区的, 60个是总统区的

但是被cancel的计划中90%是反对党区的,那么虽然被cancel的都是wasteful

但是没有cancel的计划中,同样也是wasteful的,就大部分都是总统区的,

那么总统的决定就是明显的党派偏见, 在cancel那些wasteful的计划时,大部分都去选择反对党的cancel.

而选项B,正是文中需要的这个条件

所有被认为是wasteful的计划中,在总统区的,不是大多数..那么就可以加上条件1和条件2, 推出结论

所以B就是结论所需要的assumption

当时做这题我似乎选E了，但想想确实应该选B

A、C是无关选项，D中high way projects和other projects谁更expensive题干中也并没提到，E中nonpartisan auditor's reports are not regarded by the opposition parties从题干中也不能推出（因为题干并没说opposition parties对nonpartisan audior的观点如何评价，nonpartisan auditor's reports只是用作一个例子证明president的决定的公正性）

题中先说president's cancellations是一个vindicative desire，并证明the fact that 90 percent of the projects canceled were in such districts.就证明被cancel掉的projects是在opposition parties的districts中，而不是在president's party的districts中，也就是B选项
