答案是B，可我选了E，觉得E才是假设，而B更像是加强啊~
90%被cancelled的HP在总统反对党的district里，所以总统是在punish反对党。但是第三方评价所有被cancelled的HP都是wasteful的，所以得出最后结论P总统不是partisan politics。

那B的意思是：在未被取消却又被认定为污染的项目中，不是大多都是P党的
取非为：在未被取消却又被认定为污染的项目中，大多都是P党的
这样就削弱了原文的结论，所以选B

这就使这个secretary不偏不倚了

since B is correct, the conclusion could be made at such way.If the [scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party.] is true ,then president cancel the projects not because he want to punish  sb but because that was necessary.Then the conlusion was made smoothly for sure.

如果B的意思是像你说的，那么取非的话，不正是说取消的项目中被认定污染的都是P党的，和题目说的Fact相违背
我查了韦氏辞典，scheduled意思有两种：
1 a : to place in a schedule  b : to make a schedule of
2 : to appoint, assign, or designate for a fixed time
 cheduler noun  
如果说B对的话也只能说是scheduled理解成未被取消的才对吧~

不是你理解的那样。

其实就是用一个事实去说明结论的，文中说了90%都在op那里，b选项的意思说所有浪费的项目不是大部分在pp那里，也就是陈述一个事实，pp取消那些项目是因为浪费，而不是针对op的，op被取消得多，只能怪被定义为浪费的项目大部分在他那里，而不在pp那里。
