答案是B,可我选了E,觉得E才是假设,而B更像是加强啊~
90%被cancelled的HP在总统反对党的district里,所以总统是在punish反对党。但是第三方评价所有被cancelled的HP都是wasteful的,所以得出最后结论P总统不是partisan politics。

如果把E反过来我觉得是最佳答案

题目中在说两方, President's party and nonpartisan party, 为了使Press secretary 的话不偏不倚,那就要说明它不是偏向President' party的

5555~还是有点混乱
B选项scheduled projects是指未被取消的项目吧~
那B的意思是:在未被取消却又被认定为污染的项目中,不是大多都是P党的
取非为:在未被取消却又被认定为污染的项目中,大多都是P党的
这样就削弱了原文的结论,所以选B

我这样理解对吗?

我觉得B选项scheduled projects是指被取消的项目呢。。。前面的projects后面有个canceled或者是cancellation

B的意思是:在报告中被认定污染的、被取消的项目不都是p党的

这就使这个secretary不偏不倚了

since B is correct, the conclusion could be made at such way.If the [scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party.] is true ,then president cancel the projects not because he want to punish  sb but because that was necessary.Then the conlusion was made smoothly for sure.

如果B的意思是像你说的,那么取非的话,不正是说取消的项目中被认定污染的都是P党的,和题目说的Fact相违背
我查了韦氏辞典,scheduled意思有两种:
1 a : to place in a schedule  b : to make a schedule of
2 : to appoint, assign, or designate for a fixed time
 cheduler noun  
如果说B对的话也只能说是scheduled理解成未被取消的才对吧~

我已经晕了...

不是你理解的那样。

其实就是用一个事实去说明结论的,文中说了90%都在op那里,b选项的意思说所有浪费的项目不是大部分在pp那里,也就是陈述一个事实,pp取消那些项目是因为浪费,而不是针对op的,op被取消得多,只能怪被定义为浪费的项目大部分在他那里,而不在pp那里。
