不是你理解的那样。

其实就是用一个事实去说明结论的，文中说了90%都在op那里，b选项的意思说所有浪费的项目不是大部分在pp那里，也就是陈述一个事实，pp取消那些项目是因为浪费，而不是针对op的，op被取消得多，只能怪被定义为浪费的项目大部分在他那里，而不在pp那里。

本题的逻辑是有人批评总统取消项目是报复反对党，因为超过9成的取消项目都是反对党控制的区域的。但是一个第三方报告说所有取消的项目都是浪费的，所以总统并不是在报复。

本题的结论还需要的是， 虽然所有取消的项目都是浪费的，但是会不会有很多总统所在党派控制的区域内的项目是浪费的，但是没有取消呢。

所以B是最正确的，大多数被认为浪费的项目所在的区域不在总统党派控制下。
