把国外的instructor解释贴上来


The press secretary says that the report labeled the canceled projects as wasteful, but doesn't make any mention of how the report labeled the non-canceled projects.

For example, if the report identified a total of 200 wasteful projects, 90 in opposing party districts and 110 in his own party districts, and the president cancelled all 90 of the opposing and only 10 of his own, then there would be a strong case for bias.




B意思是这个报告里的identified出来的浪费钱的项目大多数都不在总统政党的辖区内。
所以有90%在反对党的辖区是正常的。


因为如果report标注的浪费钱的项目大多数都在总统政党的辖区内,而取消的大多数在反对党的辖区,那么说明总统在选择取消项目上是有偏见的。

题目
前提是,公平的auditor测算出是浪费的项目,总统才决定取消。
结论是,总统在决定是否取消铁路项目中是公平的,不受政党政治影响的。


B选项,大意说,政府取消的在建项目,大多数不是在总统所在党派的地区。


试想,B取反,如果总统所在党派的地区,有很多铁路项目都取消了。反对党就没理由批评总统了,因为总统大义灭亲。这时就不需要把auditor搬出来了。


正是因为总统派的项目没取消,反对派的地区的项目取消了,反对党才拿来说事儿的。

B意思是这个报告里的identified出来的浪费钱的项目大多数都不在总统政党的辖区内。
所以有90%在反对党的辖区是正常的。


因为如果report标注的浪费钱的项目大多数都在总统政党的辖区内,而取消的大多数在反对党的辖区,那么说明总统在选择取消项目上是有偏见的。
