1 scheduled high projects 是指已经通过法案吗  如果是的话,文章没说通过的也被评为浪费资源亚。

2 如果第一个问题是指cancelled project 如何解释

大部分被取消的project在反对党的 legislative district---总统的意图在于报复

新闻秘书:总统是出于公心---因为大部分被取消的project是浪费的

这里面有一个gap,难道取消浪费的project就一定是出于公心而不是公报私仇吗?b取非,The scheduled highway projects identified as wasteful大部分是总统的党管辖的,那他为什么不大量取消自己管辖的project呢?很明显的假公济私。

Secretary的逻辑是

条件1、对象是反对党地区的项目,2、取消原因是浪费,且有中立方提出

结论:没有公报私仇

题目实际就是问其中的一个前提是什么,B刚好回答了条件一
