本来我是选E的，经过十分钟的冥想，终于想通了，汗颜。。。正确答案应该是B。

大致思路如下：

假设题型一般的思路为1）排他因；2）差异桥梁

在本题中，是差异桥梁。因为秘书说，所有被取消的项目都是由auditor审核的，所以结论是总统的决定（否决了90%的在反对党区域的项目）是公正的。那么差异桥梁应该就是，大部分auditor审核后没有通过的项目是在反对党区域的，也就是B的另一种表达。B的表达是：auditor审核未通过的项目大部分不在总统党派区域。

至于其他选项：
