当时做这题我似乎选E了,但想想确实应该选B

A、C是无关选项,D中high way projects和other projects谁更expensive题干中也并没提到,E中nonpartisan auditor's reports are not regarded by the opposition parties从题干中也不能推出(因为题干并没说opposition parties对nonpartisan audior的观点如何评价,nonpartisan auditor's reports只是用作一个例子证明president的决定的公正性)

题中先说president's cancellations是一个vindicative desire,并证明the fact that 90 percent of the projects canceled were in such districts.就证明被cancel掉的projects是在opposition parties的districts中,而不是在president's party的districts中,也就是B选项

看了stavan的推理似乎觉得我对于B正确性的推理似乎有点问题,看来我只能做排出法,哈哈~~
