这题比较难啊，我思考了老半天，ACE肯定都无关，不对的。提取argument的关键词 主要是budgetary、其次是partisan，A的punish跟budgetary无关，C的所有内容都无关，一个是number，一个是government，E的也跟budgetary无关。

我在B和D之间徘徊，最后还是倾向于B，

D 说总统所在党的地区取消的工程比op所在区域的贵，但是贵不表示wasteful啊，题目里说的取消的是wasteful的，这个跟budgetary才有关，贵应该也是无关的。

B wasteful的那些不是在总统党主要的控制区，op党被取消的多就是因为wasteful的大多都在他们那里。至于是谁identify wasteful那就跟题目和选项都无关了，不用考虑。

今天做到这道题也郁闷了好久=。=
这是我的思路，也不知道对不对

Critics：总统是因为反对党才cancel highway project的（理由：90%被cancel的project都在反对党控制地区）
Secretary：总统是因为保证财政预算稳健才cancel project的（理由：nonpartisan auditors’ s report中被cancel的project都是wasteful）


直接的Assumption应该是总统是依据nonpartisan auditors’ s report判定项目是否稳健的


B项report判定wasteful但仍继续执行的项目不是总统定的
取非，report判定wasteful但仍继续执行的项目是总统定的，即总统没依据report判定是否执行项目
