大概的意思是说反对党也认为nonpartisan auditors 是公正的。所以说计划是浪费不是乱冤枉人。结论能站住脚。

如果取非，那就是说计划浪费的报告被反对党认为是故意整人，好像结论就有些站不住脚了。

是选b e不对是因为它说反对党认为无党派人士的话不足为证，这只是他们的想法， 如果事实上无党派人士的判断是公正的话，还表明总统的做法是有理由的。

E is not an assumption. If E is true, then the conclusion is TRUE.

B is best. Although 90% of cancelled projects are in the control of opposite party, it can still show fair-play of the president if most the scheduled projects are in the control of the opposite party.
