找一下以前的帖子吧, 有讨论这题的, 满绕人的. 注意B的MOSTLY, 如果取非的话, 就是垃圾项目(注意, 是垃圾项目, 不是被CANCEL的项目, 我就是看花了当时)绝大部分都是PRESIDENT'S PARTY地盘上的, 那不就是说PRESIDENT偏袒自己那方么(把反对党的都CANCEL了, 自己的垃圾项目都留着).

还是不明白啊,mostly为什么就是“垃圾项目”的意思呢,实在找不到这道题的讨论啊,还请大家帮忙指点一下啊!多谢了!
