B report 里说 wasteful projects 不是全部都是另党的. 所以总统不是要惩罚他们

那请问题目中说的Press secretary的argument是截止到opposition parties,即说明president是在惩罚opposition parties呢还说截止到正文最后,即说明president不是在惩罚opposition parties呢?

They offer as evidence the fact that 90 percent of the projects canceled were in such districts. 这个党说90% 取消的Project 都在我们这的地区里

But all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors. So the President’s choice was clearly motivated by sound budgetary policy, not partisan politics. 总统的代言人说这个报告不是我们党做的, 所以没有歧视 而是为了省钱 。

问: 总统的代言人 assume 什么?
