第二题以前的帖子里有的。
第一题的话,最后的argument使这样的:president惩罚一些地方,是因为这些地方的本身问题,而不是因为这些地方是反对党领导的。

很显然这句话的前提就是这些拿来说问题的地方不是由president,而是由反对党控制的。如果这些地方是president自己的地盘,那secretary就没有办法说这个argument了
