    通过取非的方法,B说明wasteful的project大体是在president's party的范围之内,所以说明president还是大搞partisan政治,从而对结论起到削弱作用。


    可是我不明白的是如果A也取非,不也是说明president打击对方党派,不是也是在说president大搞partisan政治吗?

    原因:90%的取消在对手的选区,而一份报告说,100%的取消的确都是浪费。


    结论:取消并不是打击报复


    A.Canceling highway projects was not the only way for the President to punish legislative districts controlled by opposition parties.


    是不是唯一的报复手段,out of scope.


    D.The highway projects canceled in districts controlled by the President’s party were not generally more expensive than the projects canceled in districts controlled by opposition parties.


    价格贵,与报复与否无关,out of scope。



    B.The scheduled highway projects identified as wasteful in the report were not mostly projects in districts controlled by the President’s party.


    那么就是说报告的对象是有问题的,即使100%也是没有代表性的。不能因为是100%,就排除打击报复的可能性。

    其实,weaken, support, evaluate, 全都是assumption题目的变形。

    应该是B,这里的条件因该为nonpartisan 的报告, 结论是评论 President’s choice .与opposition parties无关.


    所以, ASSUMPTION应该是补两者之间的GAP,B很好.


    D有误导, 比较President Party与opposition parties谁的Projects more expensive没有与结论没有关系.
