原文前提较常见说法－－－政府决策依据－－>无党派人士审计报告是合理的，E改写这种说法：反对党不认为无党派人士审计报告是政府工程项目客观评估的来源，也就是政府决策依据不可信。否认E无法表明原文推理成立！

应该是B,这里的条件因该为nonpartisan 的报告, 结论是评论 President’s choice .与opposition parties无关.

所以, ASSUMPTION应该是补两者之间的GAP,B很好.

D有误导, 比较President Party与opposition parties谁的Projects more expensive没有与结论没有关系.

A中去掉not后是

可能很多人会说，即使canceling highway projects是唯一的处罚方法，但这个方法也有其他的用途，所以不能削弱。但是不能忽视的一点是，不管canceling highway projects是不是还有其他的用途，但它的确是进行处罚反对党的唯一途径，只要使用了这个方法，那么肯定产生一个或多个结果，其中最重要的结果就是“处罚了反对党”。

如果政府本来就知道这个方法会造成对其他政党的处罚，还要使用，那就很明白的指明了政府运用这个方法的目的就是用来处罚反对党。

被cancel掉的项目都在总统这边政党的辖区，那么是对结论的加强，不是削弱，所以B不可能对。
