可是我不明白的是如果A也取非，不也是说明president打击对方党派，不是也是在说president大搞partisan政治吗？

应该是B,这里的条件因该为nonpartisan 的报告, 结论是评论 President’s choice .与opposition parties无关.

所以, ASSUMPTION应该是补两者之间的GAP,B很好.

D有误导, 比较President Party与opposition parties谁的Projects more expensive没有与结论没有关系.
