不好意思.我對於ETS對於(E)的解釋有點不懂.為何ETS說have a disinclination to recognize the weakness of their analytical skills while willing 是grammatically incomplete呢?

我觉得have a disinclination to 这里明显用动词的名词形式来表示动词含义，很累赘！！

       一般判断是：该用名词的地方，绝对不用动词的名词形式。
                         该用动词的地方，绝对不用名词的形式来表示动词的含义

       不知道说清楚了没有

顺略了they are的话，默认是使用前面的many people have作动词，不通了吧。

这个地方我也有疑问：这里并不是默认many people have做动词，而是默认many people做主语，相当于while (many people are) willing to...改为分词短语后就成了while willing to...为什么OG的解释说它是incomplete呢？

你的意思是说，while doing 这种结构ETS不倾向于用吗？

jandj_shanghai 解释得很清楚了，while前的动词是have, while后的willing是形容词，需要的动词是系动词be的are。while后默认many people做主语是没问题的。但省略就是（也只能）省略前面出现的东东，这里while前的谓语动词是have, 这一句就变成了while have willing to...。be在前面没有出现过， 而句子需要的是be。所以E就是错误的省略了be。

经验上，主句动词不是beV时，ETS不倾向从句可以省略S+BeV。

一般的情况下，只要（1）主从句的主语一致（2）从句是系表结构（3）从句由while， when， although， though， even though，as，if引导。就可以同时省略从句的主语谓语，注意：没有非要主句也是系表结构。如果非要说E是错的，也就这个理由还ok。
