是ETS的範圍題..雖然一開始就是選B..

但思路是看了lawyer_1&還有携隐NN才完全清楚..

一开始选了C，看完讨论以后，觉得关键还是范围的问题，支持B

携隐mm的例子举的很好，已经具备了进入ETS工作的潜质！

C: 不是说以local law为标准推广到state吗，怎么实际上state law又覆盖local law, 真是misleading

从头至尾看过讨论后，我依然坚持最初的选择C.

很想与NN们一起探讨，但是，看了看NN们的注册时间，估计大都都已从CD仙迹已逝了。

所以，我想发起新的关于此题的话题，请今天的CDer继续讨论。

我觉得还是选C.

理由：

假设我是在那个国家里面，这个国家呢，是这样字的--In one state, all cities and most towns have antismoking ordinances。 也就是说其实antismoking ordinances已经存在了。

现在人过来对我说说: “Do you want to sign a petition for statewide smoking restriction?”

我肯定很奇怪--我们这里不是已经有这样子的法律了吗？

然后转念一想，可能是因为要用statewide 的法律supersede 我们这里的法律（the local antismoking ordinances)吧。

第一眼就选了B，看完本帖讨论，仍然坚定的选B。

BC的焦点集中在到底问题的emphasis是local ordinance还是statewide：
支持B：extending...statewide：extend什么其实不重要了，意思就是要把戒烟extend到statewide
支持C：extending local ordinance statewide：其实是不是statewide都次要了，关键是要把这个local的东东extend出去。

如果光看问题不看文章，我觉得以上两种理解都对。但是大家不要把目光集中在问题上，要结合文章给出的信息！！再贴一次文章：

A petition entitled “Petition for Statewide Smoking Restriction” is being circulated to voters by campaign workers who ask only, “Do you want to sign a petition for statewide smoking restriction?” （以上才是voters接触到的内容！！要被misleading，也只能是被这些内容misleading！） The petition advocates a state law （这是文章给出的背景知识，voters知道请愿是为了有这个state law吗？不知道啊，有人对他们说过“这个statelaw不会supersede地方法规”吗？也没有啊！没有接触到任何与state law有关的信息，怎么misleading啊，最多也就是被利用或者欺瞒嘛）banning smoking in most retail establishments and in government offices that are open to the public.

说的再详细点，当你被问到“你愿意签署statewide戒烟请愿吗？”的时候，你从这个问题中能得到的信息是什么呢？只有一个信息：这个请愿的内容是statewide戒烟。而什么叫misleading？当请愿的内容不是statewide戒烟的时候就是misleading。B就提供了不是statewide戒烟的evidence。

借用一下携隐加亮的思路。

我觉得正好说明了问题。也就是说其实there's only one question that people would be asked, and that is "“Do you want to sign a petition for statewide smoking restriction?”

单单从这个问题，我们只能知道这是一个state law, 但是petition的具体内容----The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public. 是无从知道的。

既然无法知道，那怎么会误认什么 In rurual area, there are few ......  .这些内容根本就不会出现在你的脑子里，因为对于这个petition， 你除了这是state law 这个概念外，根本没有其他的东西。

所以，我觉得Ｂ不对。

选民不知道state law 的内容， 如果state law 真是要替代 local law, 而且local law比state law 严格，选民自然而然会认为要把我们的local law 推广到全州了。 但正是因为state law 内容和local law 是两码事， 所以才会有误解.

从这道题目的讨论中,反映了两种典型的CR思维方式:
1, 紧扣题目中ETS的意图, 题干中反复出现all cities, most towns, statewide, retailestablishment, government office等,在强调一个地域范围的概念,然后就考你这个范围内的加强或削弱.
2, 题干中从未涉及法案的强弱,给一个涉及强弱的选项,等着你跳进出.
其实这方面很容易避免中埋伏,所有ETS的CR题目,题干中都给出了明确的走向,紧紧跟着走,不要随意往外发挥,否则你一定踩中它的地雷.你们牢记这一点,比记住一百个CR机经还管用.

Ladies and gentlemen, i am really touched by reading these posts and thread answers...

i chose E initially but also thought B and C are reasonal... That is why i came back and  search for the NN's posts...

Anyway, after reading all you guys' answers, i did not care the real answer from ETS...

The thing i might do is that, as lawyer 'predicted', to flip a coin...

Mindfree and Anymore's explaination sounds great as well...

what would ETS think, do you think, after seeing this discussing?

(probably they would change the answer from E to B; or B to C; or C to E...just kidding

OR probably drop this question? i hope.
