For this question, I could understand "The critics are correct on this point",  on this point the author seems to endorse or at least reserve., the second bold is the main conlusion, which is showed the word " in consequence".

I think E is better.

A could be eliminated, since the second bold is conclusion, not prediction.

B "the second is a point the argument makes in favor of adopting an alternative plan." could be eliminated, since there is no alternative plan.

C. "the second is the main reason cited by the argument for its endorsement of the criticism" could be eliminated,  since the main conclusion does not endorse the critism.

D could be eliminated for the words "seeks to refute".

鲨鲨，藕同意maggieyin's choice. E.  第一处的BF是作者赞同的。就目前的零售税而言，它比财产税的贡献要少。Three percent of current retail sales falls short of the amount raised for schools by property taxes.

E选项：

BF 1 是作者接受的一个CLAIM但有些保留（with certain reservations），这个保留是针对CURRENT而言，因为未来会有new stores. 这些NEW STORE的零售税大大的多，因此学校未来从零售税里得到的银子就不一定比原来的财产税少。

BF 2 对BF 1 这个CLAIM（关于财产税的）做了一个补充，这个补充不受限于CURRENT, 也就是说补充了未来的一个预期。

A 选项 不对

BF 1 不是个OBJECTION.

BF 2 是一个PREDICTION, 但BF 2对BF 1没有削弱的作用。一个是现在的，一个是将来的。。。

没有现在和将来的区别啊, 反对者认为以现在的零售额来看不够, BF1有一个假设:零售额会保持不变

BF2: In consequence, retail sales in Aroca City are bound to increase substantially. 零售额会增加, 否定了BF1的假设, 不正好是削弱了吗?
