I think there are several similar problems in OG although I do not have time to search them out.
In such question, normally we are asked to explain a fact: certain strategy is used to reduce X. However, after the application of strategy, it was found that, compared with Y (other similar item to X. Y must be in the same family as X is. i.e. cotton be compared with cotton), X was not significantly lower than Y.
Normally the idea follows like this: Without this strategy, X will be much higher its current value, although X now looks not so low compared with Y. This proves that the strategy actully works pretty well in reducing X.
