这道题只要读到提干里的ALTHOUGH后面的句子，就是等到已经数量降低5%的时候，那根据数据，这样做会保护其他的物种存活，很明显，就是考察时间的问题！

我对这句话的翻译不是很认同我看后的理解是，因为这个禁令就是很早年前就执行，但是每次都很容易打到5%这个数量，也就显示了，这个估计，对于能否保护其他物种的存活提出了疑问，本身PREMISE就有问题，如何能CLEARLY，所以很严重的UNDERMINE啦！呵呵，仅供参考！
