尽管A是他因造成, 可是A里的 invest the most in education and job training 和economic growth之间有个GAP 啊. 不能说在教育和工作培训方面投资多, 就能说明经济增长啊. 我绕不出来啊?

偶也是在AC之间犹豫了很久，做题时的感觉是A是直接道出他因来削弱原文中的“环境法规促进经济发展”，而C是因果倒置，你说环境法规促进经济发展嘛，偶告诉你“其实是经济发展影响环境法规”。。。

后来再仔细想想，其实C作为因果倒置是有问题的，没有任何条件告诉偶们“经济不好”与“weaken环境法规”之间是causual related的，所以这个削弱自然不成立。
