第一个why 里面是有一个 to的，可以理解成第二个why分句中把to省略了还是怎么个情况？

我是觉得是个词组exposed to，所以第二个分句中省略了to，所以用了动词原形。选择了Do。

但是OG的解释根本没有提这内容，不知道这样理解对不对？求高人解答。顺便求翻译。

如果加上to，exposed to后面就要加宾语啦，因为这里to是介词。就像及物动词后面必须加宾语一样。可以写成exposed do或者exposed to the alleged cause do。
