二:推测
This premise contains tow flaws.
Firstly, this argument indicates that Carl solved a smaller percentage of the cases assigned to him in the last three year.  I have to indicate that if Carl in the smartest detective in this police field. It’s no strange that his leader always assign some complex cases for him to resolve. Under this situation, Carl couldn’t resolve these difficult cases thoroughly.
Secondly, this argument indicates that Carl has solved a smaller percentage of the cases assigned only 1 out of 25. The author just compare this data with other detectives on the police force. In other words, may be on a larger field, Carl’s resolved cases data is really excellent.
