Agree with D. LES and kingsoft have explained pretty thoroughly. "Before 1930" refers to a period. It could be 1700's or 1500's. It is more like for older hotels to fall in misuse and be demolished than newer ones. Therefore more better quality hotels built prior to 1930 stand the test of time.
E is incorrect. What is the direct relation between the time of apprentice and quality of building? There is none. I think it is common sense here that shorter apprentice time --> less skillful and careful carpenter --> inferior quality. E supports the argument.
