第一段：在1999年十月，LRCWA发布了报告，审查民事和刑事司法制度。在这份长达400页的报告之中，有几个重要的建议：建议西澳引进律师服务的应急费用。Contingency-fee的条约规定只有在律师赢得案件的时候才可以收取，但实际上由于律师的经济风险，这笔费用已经超出了常规费用。

In oct 1999, LRCWA recommended contingency fees for lawyer’s charges in
WA due to imbalance between regular fees and financial loss.
Although there are many types of contingency fee, but LRCWA only recommended an “uplift” fee. List down the two conditions that need to be satisfied before commencing the contingency fee.
