P1 - Modern commentators have articulated two major criticisms of the V. philanthropy.
       The earlier criticism is that such philanthropy was obsolete by the late 19th century.
P2 - The more recent charge holds that V. philanthropy was a self-serving exercise at the expense of those whom they were serving. P was a means of flaunting, of cultivating  social connections. Further, P can be a means of controlling the labor force.
P3 - Modern critics often describe Vp as if it can only be understood as an antecedent to the statesponsored charity.
P4 - The Victorians were aware of their vulnerability to charges and the dangers of statemanaged charity. They live up to what they talk about and gave of their careers and lives.
