我觉得C的前提是大家买那些hiking用具是为了去hiking.

那么既然国家公园得到funding可以建造很好的hiking and camping facility,大家就不需要买了,于是这种产品的需求也就低了.

而B的话,更加直接一点,说大家更倾向于去国外旅行而不是hiking,当然直接降低hiking and camping工具的需求.似乎这个逻辑太简单了一点.
