if you didn't publish anything, people don't know whether you are good or bad and may still believe you have the potential. but since you published a B paper, people will judge you on this by thinking you don't have potential to publish on A journal.
if you published a B journal, say, JEP, i think that might help. But this journal may not be counted as even a C. Having said this, you will also need to consider LZ's previous 3-year econ phd background. people will have a much higher expectation on LZ given her Phd background.
