答案是E  D为啥不行呢 公寓咋能减少呢，应该把分配到每个公寓的人较少了不就行了嘛

LZ可能没看懂题目。department heads是部门的头儿。文章意思是，今年公司好多头儿要退休，公司里面可以当部门头儿的人不够。公司也不打算去外面找人，问你咋办
