关于 one of+n.(复数)+that从句 的主谓一致

白勇在讲课时说: one of+名词复数+that从句的结构中，that从句的谓语动词要和of后面的名词保持一致，用复数形式。

但是，我在做阅读时对这条“公理”产生了疑问。在杨继阅读精解section 7第2篇中有一句话：Scientists have now investigated the effects of the spraying of Matacil, one of the anti-budworm agents that is least toxic to insect-pollinators. 这里的红字不分不就是白勇讲的这个结构？那为什么这里的that从句谓语动词用单数呢？白勇讲的这条“公理”还能作为判断选项对错的依据吗？

我当时在看到这篇文章时也产生过相似想法，但是，我认为由于GMAT文章都是择选一些论文，其作者或许会有一些语法上不严格的表达，而ETS那些编撰者也未必能发现，所以象类似的情况发生在阅读中，不必过于关注。另一方面，我认为one of the anti-budworm agents that is least toxic to其实也没有什么大的语法错误，that is从语法上只能修饰one，可以把of the anti-budworm agents理解为一个插入成分，不会对我们的理解造成歧异。但是，在语法考试中，我们还是应该倾向于更为标准的表达。

eg: One of my friends is in the US.（强调one）

one of + 复数名词 + 定语从句(从句复数谓语) + 主句谓语单数；

eg: One of my friends who are in the US will come to China.（强调friends）

only one of + 复数名词 + 定语从句(从句单数谓语)；

eg: Only one of my friends who is in the US will come  to China.（强调only one）

以上的是行文的规律，并非所谓白勇的公理。我在http://forum.chasedream.com/dispbbs.asp?BoardID=23&ID=55441只不过是强调了在阅读中的可能的语法错误，从语法上讲阅读中的那个例子可以更好地被表达为：only one of the anti-budworm agents that is least toxic to insect-pollinators或one of the anti-budworm agents that are least toxic to insect-pollinators。

n1 of n2 that修饰是修饰N1还是N2还是根据意思确定修饰对象？

这里one of ns that+vs 就是说是修饰前面的名词咯。 我这个问题一直没有搞懂  因为that就近修饰。

我觉得A of B that的问题比one of 复杂，偶至今只能用语意去理解，用其它错误去排除。没什么好办法。

可见不能简单地说that修饰前面名词。

事实上应该是这样,当only前面再加上the时定语从句才修饰one,光有only还不够,

另外,即使没有only如果one前面有the定语从句中动词也要用单数.

也就是说跟one前面有没有only没关,其实和one 前面有没有the有关
