24.D 文章只是说harvest公司愿意牺牲市场份额去获取现金流最大化，但没有明确地说最大化现金流对他们很重要，另外也没有说现金流对build公司不重要。虽然常理告诉我们现金流最大化对任何公司都是非常重要的。

关于how likely firms using build strategies are to employ decision-sharing in developing strategic plans这点，文中确有描述，看下面这句：

Build strategies—which typically require leaders with strong personal visions for a firm’s future, rather than the negotiated compromise of the team-based decision—may be most closely adhered to when implemented in the context of a clear strategic vision of an individual leader, rather than through the practice of decision-sharing.（文章最后一句话）

破折号中的内容其实就是对build strategies的性质描述，而the negotiated compromise of the team-based decision和decision-sharing应该是等价的，从这句话就可以看出firms using build strategies是更倾向于领导的个人决策rather than decision-sharing

至于前面有人说in developing strategic plans，我觉得这里没有丝毫的问题，因为破折号中对build strategies的描述，说的在developing strategic plans的时候的倾向

D不能看作两者差异的原因，正如上面各位所说，只能在harvest strategies部分找到相关描述，这不足以说明它是两者的不同点

In OG284, ETS explains the meaning of "qualify": "To qualify a claim is to weaken or soften it." then the key to 23 is D for sure. I chose E and denied D only because I wrongly regarded "qualify" as "support or strength"
