提干说在有deficit的前提下，prediction可以引发decline。没有deficit，prediction不会引发decline。而C项只能说除了prediction，他因也可导致decline。

题目说的是，如果没有赤字，对预期不会影响到美元。C中预期前，美元已经跌了，所以C是说，预期不是美元跌的主要原因。没提到赤字。所以可以说加强，也可以说没提到主要问题——赤字。

"several times in the year " imply  that a huge budget deficit of this year is the underlying cause.  I believe this is the ETS meaning for.

我的理解：budget deficit-->prediction-->value decline.

weaken:没有budget dificit也有prediction-->value decline.属于断桥。

按OG解释dificit和prediction并列，推理过程为A-->B，weaken为A'-->B。

C项解释C supports the claim that a budget deficit is the underlying cause……说明C仅仅支持“财政赤子是潜在原因 ”这个CLAIM，并非支持题干的CLAIM。所以无关。
