P1 - At first blush, the mortage interest income tax deduction seems like a great thing.
But beneath the surface, it benefits the wealthy and creates perverse incentives for America.
1) Good for the rich: the rich has both high income and mortgage. The poor can't afford to buy a home or have low income don't benefit.
2) Perverse incentives: encourage high income earner to buy more mansions
P2 - The rational policy choice would be to eliminate the mortgage tax deduction.
P3 - Recommend instituting a Housing Tax Credit to encourage homeownership.
Take the average cost per family of the current deduction and give the amount to any family who wishes to purchase a home.
The standard credit would provide more incentive for poor people and waste less money on subsidizing the wealthy.
