亲身教训：加州AICPA学位认证course by course认证机构不要选JS&A

总结楼主亲身教训，大家慎选认证机构，AICPA course by course（需要用国内本科会计学分的话）还是要找WES这种权威机构，不要觉得多一步国内认证麻烦而选用JS&A这种。

楼主国内本科top5金融，美国top 50学校Master金融，现已工作，考虑到AICPA的实用性，下狠心开始补accounting credit想考AICPA。补完accounting学分后觉得认证这种事情，加州board认可的机构都不会有什么大区别，于是就用了个最便宜的机构，JS&A。材料发过去之后就没再管，一直等收到board的信说只有23 2/3 accounting units, 当时就傻眼了，缺1/3个学分。。之后细看后面附着的具体semester units核算，发现JS&A把我所有本科学分都乘了2/3（包括会计学分），但楼主的本科学校是semester制，而在美国只有quarter unit转semester unit才乘2/3。于是楼主就开始找JS&A argue,电话过去前台女说一定要写成email的文字和evaluator交流。楼主平时是包子型人才，发的email inquiry也很有礼貌，但这个evaluator的回信实在让我气了一整天，摘抄关键部分如下：

In the United States, students who graduate from a four year bachelor's degree in Accounting complete from 120 to 128 semester credit hours in four years of full time study, or 30 to 32 semester credit hours per year. You completed 198 credits at  XX University in China, which is 49.5 credits per year.  It is absolutely impossible for even the brightest student in the United States to average 45 semester credits per academic year. Therefore, if a four year bachelor's degree in China is equivalent to a four year bachelor's degree in the United States, the equivalent number of semester credit hours must be between 120 to 128 semester credit hours.  This methodology is understood and required also by the California Board of Accountancy.

In U.S, we have a standard system of credits and semesters, include quarter hours and semester credit hours. In China, there is not standard system of semesters the methodology of credits and hours varies.  

I regret that you are not happy with the foreign credential evaluation completed for you. However, the evaluation will not be changed and I cannot further assist you for this issue. In the end of the application form you signed, we did mention that we cannot guarantee that our clients agree with our evaluation. The website address xxx lists other foreign credential evaluation services, in the event that you wish to seek another professional opinion.

楼主对自己本科的总学分多，分析了原因有三，1）在传统理工大学的氛围下的经管学院，必修数学分析，物理，物理实验，生物实验，金工实习等，2）本人大一大二时因为自己兴趣多学了几门选修，3）大二、大三修了日语二专的课，到大四没有继续于是没有拿到二专学位，但是日语课的学分也包含在总成绩单上。但JS&A机构的这位evaluator根本没有细致研究，不考虑个人情况和国内不同学校的学分要求，直接拿总学分和总学分equivalent，那凭什么叫完成了course by course evaluation，course by course难道不应该是evaluate每门课吗？即使要说总学分，也不想把美国最聪明的学生和中国学生比了，楼主自己来美国读了master in finance，一年三学期制, 课程很intense, 学完了58个学分，但是依然能有一些课余时间。

既然对方不愿意改她的evaluation,楼主选择了重新用WES做认证，WES以及国内学位认证都有了很多改进，国内学位认证网站可以直接上传成绩单扫描件，并没有想象中麻烦，最后WES评估的结果出来，确实是course by course，把国内的毛概类特色课程学分都除去了，语言类（英语、日语）都降成2units，.5的学分的0.5都被抹掉，还有本科论文降成4学分等等，但是专业类课程全部保留并且学分没有打折。楼主觉得这样的转换方式至少是合理的，于是现在在等board收到WES认证report后的回信，希望一切顺利！也希望大家不要重蹈覆辙，不要用JS&A！

7日是收到教育部的材料以及其他材料之后，WES需要7天process evaluation. WES 减分情况我原帖说啦，我觉得不厉害

毕业证和学位证没有英文翻译版可以吗， 如果不行哪里可以翻译并公正。 我现在在加州，有一起考的小伙伴吗？
