结合个人理解解读一下,这道题的关键在于对misleading的理解。
所谓mislead,意思是voter本来认为的extend,是指把原来只针对当地的法规,适用范围扩展到全州,这样对于当地来说,原有的本地规定继续执行,没有任何变化; 而C中说全州推行的禁烟法规(限制更宽松)将取代本地的原有法规(限制更严格),所以一旦推行以后,对于本地居民来说,反而禁烟规定变得更宽松了。——而这显然不是voter愿意签署该请愿书的本意(本意只是将本地的规定进一步扩大到全州范围,而不是改变本地的禁烟法规),所以,对于voter来说是misleading.
