谢谢philip的详细解析，我现在理解啦！其实很关键的是E中的 than there were positions available，我一直忽略这点，而认为只是申请的人多，所以就转不过弯来。

今天我做这套天山的正确率创了我做逻辑以来的新低，可能是有一个星期多没做VERBAL，所以的感觉都没有了。天啊，我再过十天就考试呀！！！

C是明显不能解决题目的推论和条件之间矛盾的。题目要我们找出解决矛盾的选项，学生不断增多老师不断辞职，而为什么又说老师不缺呢？这个矛盾的最好解释就是E了--〉有足够的老师后备在申请，所以自然不用担心学生多老师少的局面出现。

C说了校委没有准备老师和学生比例的变化，这个倒是反而说出了校委可能会在上述的情况下显得措手不及。

一开始做时选的E，今天做第二遍时觉得C是对的。

不选E的理由：E只是说93年申请的人比实际的岗位多，即使通过数学计算，我们能发现94年申请的人也比实际岗位多，这的确说明93、94年Newtown dose not face a teacher shortage ，但我们无法知道94年之后的情况。而题目恰恰要我们解释为什么in the late 1990’s没有face a teacher shortage 。

选C的理由：18楼的兄弟说contemplate翻译为“打算”，如果这样的话，C就说明Newtown will face a teacher shortage.但是，查字典后发现，contemplate还可以翻译为“关注”，如果这样的话，C就能解释discrepancy了。C选项全句翻译为：Newtown的校董会还没有关注到1990年代正在上升的师生比例，即校董会容忍了上升的师生比例。这样，当然教授就不会shortage了。
