Actually, you've put something more on the table. And that's kind of instereting now.
Cause the word need, have, etc., they are special by themselves. Why? Since there's already an existing phrase indicating intentions, qualities, or anything else that could be.
Like, I guess, what exactly you want to say is, "I need people to help me."
--- here, "need someone to do sth" is kinda similar to the phrase "I want someone to do sth"
Another, "we will have more meetings to come".
--- here, you use a phrase of "have something adj.". Yes, "to come" is just a noun modifier. You don't say I have something to do but I have something doing, which is more grammatically correct.
And I can mention more words of that magic power as you see, for instance, command, demand, require, blablabla
Still, GENERALLY (kinda need it now), notice that the SUBJECT do the action following "to",
at least in this case, which is quoted as "MD published XXXX, one to use data."

But next time, don't dig way further than necessary. It's pointless digging something that's not tested at all and that won't misguide your understanding about it.
