你试试排除法哈，act like不对。and说明acting不对，必须为act原型才能与rise并列，A选项很罗嗦。而回头看一看C，没问题，那就C啦

这是很明显的倒装，正序应该是这样的：
proposed building a breakwater of rocks parallel to shore
为何倒装呢？因为a breakwater of rocks的修饰语太多了，一直延伸到原句句尾。若写成这样：

proposed building a breakwater of rocks that would rise six feet above the waterline and act as a buffer absorbing the energy of crashing waves and protecting the beaches parallel to shore .

看起来就太痛苦了。。
