D : the reason why D is not right is : "the second prvides support for the conclusion of the city official's argument " . actually bold face of " this counclusion is almost false" is a conclusion, not a support or evidence.

因为  technological advances tend to be quickly surpassed + companies want to make large profits while they still can  甲

所以 many companies charge the greatest price the market will bear when they have such a product.                      乙strategy

但是 large profits on the mew product will give competitors a strong incentive to quickly match the mew product’s capabilities.  丙

因此 the strategy to maximize overall profit from a new product is to charge less than the greatest possible price.               丁

此短话的两个小结论乙和丁是想对立的,其中甲推出乙,丙推出丁

即B中的甲推出乙(strategy),丙反对乙

另外,韦氏字典给的关于assumption的解释是

a. an assuming that sth. is ture

b. a fact or statement(as a proposition, axiom, postulate, or notion) taken for granted.

我们按第一个来理解,是假设一个东西是真的

而本文中本身就是在阐述一个事实了,不是假设
