首先economics应该用复数，因为是几个国家的经济。

原文为两个比较，economy和unemployment rate，所以用and连接比较好，用with将第二部分变成付属结构，改变原文逻辑意思。

楼主的E多了一个that。

一般ETS的逗号后面的with接独立主格，而不是一个名词短语。 未划线的that应该是指the unemployment rate 。economies更好，因为如果可以用economy，那么就应该用that替代，而不是重复名词。

那为什么同样是表示复数的意思，未划线部分用that(单数)来指代unemployment rate，而不用rates来表明复数概念？

其实ETS这里考的是用that还是用名词本身。首先，无论用单数或复数，我觉得都是可以的。但是如果用单数就要用替代词that，也就是说如果一定要用economy的单数，那么就应该用that替代。E用了unemployment rate的单数，用的是that来替代，而不是unemployment rate本身。

those是不能用的，因为第一个economy是单数。
