我理解的是，犯罪的人分两种，一种是没有进果监狱就犯罪的，一种是进了监狱，出来以后又犯罪的犯罪率没下降，除了与后一部分人有关外，也与前一部分人有关
所以进过监狱的人的犯罪率上升，前提是没进过监狱的人犯罪率没下降，所以觉得A也不错。。。。
