In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor's ultimate goal, since after being released from prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

逻辑链:P:governor要以更严厉的处罚来减少crime rate——通过阻止囚犯原本拥有的学习college-level courses的机会
       p:学习了college-level courses的囚犯比没学习的commit更少的crime
             C:通过阻止囚犯原本拥有的学习college-level courses的机会是不能减少crime rate的

这个题主要是排除其它原因的干扰,即通过排除选择学习的人本来就比不学习的人会少commit crime这一其它原因,来证明是对的。

那些选择去上 college-level courses的人原的来犯罪倾向不比从监狱放出来的人少,(可能比释放出来的人的犯罪倾向多)也就是说因为上了这个课之后他们的犯罪倾向才少的。 所以这个课是有用的,而阻止囚犯原本拥有的学习college-level courses的机会,那么犯罪倾向可能又高了。所以和政府减少犯罪率的目的 背道而驰了。       不会组织语言。。。sorry
