In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher严厉的.  Part of this effort has been to deny inmates the access
                    they formerly had to college-level courses.  However, this action is clearly counter to the governor's ultimate goal, since after being released from prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

其实这题我本来也是选A的，但是回头想想呢，A是说不能接受大学教育不能让罪犯们远离本来可能发生的犯罪。
有关大学教育，能不能接受是一回事，到底接受了没有又是一回事。之前监狱里的所有罪犯都能接受教育，但必定不是所有人都接受了教育。
取非就是，不能接受大学教育可以阻碍犯罪。对原文没有削弱。


而C是说，那些接受了大学教育的罪犯并非本身素质就高。
取非的话，就是说，那些接受了大学教育的罪犯本身的素质本身就比没接受的高。那么降低犯罪率就不是大学教育制度的功劳了，对题目有否定。
