At first I chose D.
But notice the advocate is on the "converting the landscaping to water-conserving from traditional", not "building new water-conserving landscape"

D only supports the latter advocate, but fail to serve a rebutall to the criticism, which argues the saving of water can justfy the conversion costs.

rebuttal of criticism就是反驳批评家的意见，也就是削弱其意见!!!

这道题我开始选D，后来觉得还是B对。D说Wlandscape花费不比Clandscape高，其实包含两种情况：一是Wlandscape花费比Clandscape少，那样确实批驳了批评意见（Wlandscape不省钱），二是Wlandscape与Clandscape费一样，这样就无法削弱批评意见了。所以B对。

不好意思,大家都在讨论B ,我却对D 有点感觉, 是不是说花在water-conserving landscaping 的钱并不比conventional 多很多, 这个是不是对criticism 也是一种削弱呢 ?
