可理解为类似：“To shut your eyes to facts, as many of you do, is foolishas we know...”中这样的作用，如果把它提出，则原句为“To shut your eyes to facts... is foolish”,同理：There are no legal limits,..., on the size of monkfish that can be caught 不是很好的结构？！

二、a circumstance

把前面叙述的概括为一个，在用定于从句进行修饰说明，这样的结构不是gmat的常用结构吗？

'as' 做连词表一种动作与另一种动作的相似性（可以参见LZM)，所以这里并不是讲两种东西的不同, 而是讲cod and hadddock和 monkish都是没有size limit. 所以their应该是指cod and haddock,不是monkfish.
