题干中,any future recessions in Virginia will probably not reduce the availability of teaching jobs at government-funded schools.是结论,because后面是原因,也就是前提。
B选项说,
经济强大时,百分之25的人去私立学校付高额学费。那么经济萧条时,学生由于付不起学费则要转到公立学校,生源增加,比例不变,老师必定相应增加,这样将不会reduce availability of teaching jobs.

A just states that the current ration is higher than usual, but, as is stated in the stimuli, it won't changed, however exceptionally high it is.

觉得A分析的并不对,因为将来比例的下降有可能是老师人数的增多引起的,而不是学生人数的下降

自己的想法~~~
因: 公立学校免费,公立学校的students/teachers ratio不会超过现有的
果:经济萧条时,公立学校教师需求不会变少(即维持或增加)
B 有25%的学生现在在收费的私立学校学习,经济萧条时,可以预测这些人会选择去免费的公立学校,因此students上升,为了ratio不变,自然会需要更多教师(证明了结论:经济萧条时,公立学校教师需求不会变少)
