觉得A分析的并不对，因为将来比例的下降有可能是老师人数的增多引起的，而不是学生人数的下降

自己的想法~~~
因： 公立学校免费，公立学校的students/teachers ratio不会超过现有的
果：经济萧条时，公立学校教师需求不会变少（即维持或增加）
B 有25%的学生现在在收费的私立学校学习，经济萧条时，可以预测这些人会选择去免费的公立学校，因此students上升，为了ratio不变，自然会需要更多教师（证明了结论：经济萧条时，公立学校教师需求不会变少）
