In an attempt to reduce the crime rate

In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

Which of the following is an assumption on which the argument depends?

A. Not being able to take college-level courses while in prison is unlikely to deter anyone from a crime that he or she might otherwise have committed.
B. Former inmates are no more likely to commit crimes than are members of the general population.
C. The group of inmates who chose to take college-level courses were not already less likely than other inmates to commit crimes after being released.
D. Taking high school level courses in prison has less effect on an inmate’s subsequent behavior than taking college-level courses does.
E. The governor’s ultimate goal actually is to gain popularity by convincing people that something effective is being done about crime.

Necessary assumption.  Use negation.

If you negate C, you get: The group of inmates who chose to take college-level courses WERE already less likely than other inmates to commit crimes after being released. If so, these group of inmate are GOOD inmates to begin with, with or without the college-level course training. Therefore, the argument that allowing an inmate to take such courses in prison would decrease an inmate's chance of committing crimes after his or her release is false.

Thus, C is the necessary assumption.

WRONG translation.

Using English reasoning to solve English problems is the preferred way to prepare for a standard English test like GMAT.

College-level courses in prision -->reduce crime rate (those taken course will commit fewer crimes).

但是A呢?

Editorial criticizes the governor's action, which is to deny the access to the college-level courses to the inmate, counters his ultimate goal, which is to reduce the crime rate, since the inmates taking those course will rehabilitate and commit fewer crimes after being released.

On the other hand, if the perpetrators will commit the crimes without regards to whether they will have the access to the courses in prison, denial of the courses will not be considered by the perpetrators as "harsher conditions", thus not helpful to preclude the crime from occurring. And once those perpetrators are put in prison, they will not have the college-level courses through which they will rehabilitate, they are still likely to commit crimes after being released. All added up, the crime rate will be higher than before. The action, thus, is against the ultimate goal of the governor.

个人理解文中讲的是take course的人少犯罪,那么没take course的人肯定是没做好less likely crime 的准备的,正因为这些没take course的人没做好了 less likely crime准备,所以原文中结论才成立
