第一题选这个吧：

因为petition的misleading之处在于，其口号要求在全州禁烟，但实际只要求在两个特定的公共场合禁烟。而农村里几乎没这两种公共场合，所以它是misleading的。

c选项不对，因为c说的是"strong"(强度）的问题，而petition的misleading在于广度上。
