谢谢mindfree的解释! 不过偶可能没有看懂题目。先问这样一个问题吧：就题干而言，事实上这个state law是仅仅在local law的基础上扩大管辖范围，还是不仅扩大了管辖范围还改变了条款内容。并请给出理由。谢谢！

这个问题看不懂，什么意思？make sth as sth，这个用法是错的呀。是不是这个as应该是a？
