这句话什么意思: One government program would award low-income families a refund on the income taxes they pay of as much as $1,000 for each child under age four. 是they pay 修饰 income taxes, of as much as ...指的是income taxes  ???是这样吗???还是they pay of as much as ...修饰income taxes,究竟这么样,好纠结。。。。。。。

这个题是说:一个政府计划给低收入家庭进行所得税补贴(美国的税法)。 每个4岁一下的孩子最多可以得到1000美元的税收补贴。as much as 1000意思在这里是“最多1000”的意思。

问题问的是为什么这个计划不会有效。因为这个计划针对的低收入人群根本不交税(他们的收入太低了,属于免税阶层)。所以免税补贴计划根本就无从补贴起。 D

翻译就是:政府的一个项目将会给低收入家庭refund多达1000美元一个四岁以下儿童, 这个refund 是建立在低收入家庭的income taxes上,这样理解是吗???
