I do not think there will be more than 50% people choose the same thing twice. If you say more than 50% people choose A twice, that's impossible since it violates condition 2. If you say more than 50% people choose B twice, that's impossible, too, since it violates condition 1.
So the conclusion is there is NOT more than 50% people who choose the same thing twice. Sufficient.
Again, this is the part where the orginal English question is important. Did the question ask "more than 50% keep choosing the same option" or "more than 50% choose the option A?"
