72. The following appeared as part of aneditorial in a campus newspaper.
`With an increasing demand for highlyskilled workers, this nation will soon face a serious labor shortage. Newpositions in technical and professional occupations are increasing rapidly, while at the same time the total labor force is growing slowly. Moreover, thegovernment is proposing to cut funds for aid to education in the near future.~

Discuss how well reasoned you find thisargument. In your discussion be sure to analyze the line of reasoning and theuse of evidence in the argument. For example, you may need to consider whatquestionable assumptions underlie the thinking and what alternativeexplanations or counterexamples might weaken the conclusion. You can alsodiscuss what sort of evidence would strengthen or refute the argument, whatchanges in the argument would make it more logically sound, and what, ifanything, would help you better evaluate its conclusion.

********************
The author of the editorial concludes thatthe country will meet a substantial lack of human capital in the high skilledoccupations in a foreseeablefuture. To substantiate this position, he refers to the increasing trend in thetechnical and professional field and a relatively stable total labor growth. Furthermore, he cited thenational proposal in reducing investment in education to imply that the numberof highly skilled workers will be reduced. Although in the first glance thatthe argument seems to be somewhatconvincing, it could not survive further scrutiny. In my part, the argument has thefollowing logic mistakes.
In the first place, merely the fact thatthe demand of more sophisticated workers is increasing and that the total laborforce is growing slowly are not sufficient to support the editor's conclusionthat the nation will fail to meet the higher demand. In the argument, theauthor does not provide any informationabout the compositionof the total work force. So it is likely that while the number of total laborsincluding both skilled workers and relatively less skilled workers keeps stable, the highlyskilled workers increases dramatically. In this case, the demand of highly skilled worker can still be met.
In the second place, the author assumesthat the only way to increase the number of highly skilled worker is toinvestment more in the national education. However, this assumption is againnot supported by any other information. Common sense tells us there are manyways, such as immigration, to increase a country's work force. By allowing morehighly skilled foreign experts to come to live and work in this country, thegovernment can still attract a large number of highly skilled workers to meetthe demand. So the argument that less funds in the education will lead to lesssupply of sophisticated workers is too weak to be convincing.
In the third place, even if we accept theauthor's assumption that the only thing that the government can do to increasethe amount and the proportion of highly skilled workers in its total workforce, the author still cannotpersuade us to believe that less funds for education will cause underminededucation quality. Ruling out the possibility that the education quality of thecountry will increase due to higher efficiency is unwarranted.
To sum up, the argument in general is notconvincing enough, and the author needs further explanation and more evidence to draw a soundconclusion. 411

Question:

`People are overwhelmed by the increasingamount of information available on the computer. Therefore, the immediate goalof the information technology industry should be to help people learn how toobtain the information they need efficiently and wisely.
Discuss the extent to which you agree ordisagree with the opinion stated above. Support your views with reasons and/orexamples from your own experience, observations, or reading.

********************
Your Answer:
Today people are swimming in a spacious informationpool. Computer, as the latest information provider invented after the advent oftelevision, newspaper, broadcast, and other type of media, provides the largestamount of information to people in every moment of life, leading to ainformation congestion in the recent world. Some people argue that vastinformation could help people to get more sophisticated understanding of theworld, however, a larger population posit that the extraordinary amount ofinformation on computer bring people nothing but make them at loss, since thereare too redundant information for people to choose from when they makedecisions. In my view, it is really urgent to solve the information redundancyproblem. There are two ways, as far as I amconcerned, to solve the problem of information congestion. First, the computersuppliers should design simpler software for users so that they can deal withthe large amount of information efficiently and gain information of highquality. Many companies followed this way and got some prestige results, suchas Google, the largest internet searcher provider. Take my own case as anexample. I am an auditor and many of my clients operates in an industry that Iam not quite familiar with, say pharmacy or automobile. But I had never beenafraid of lacking basic knowledge. Every time before I begin a new engagement,I will spend around two hours using Google search to obtain the industryinformation so as to generate a basic understanding of the background. It isreally convenientand helpful in assisting me deal with the vast information. Imagine, withoutGoogle, I may spend two
days, rather than two hours filtering millions ofpages online manually! That will be unbelievable tough for me.
And another way that people solve the problem may be thatcomputer industries keep on design sophisticated software but help people to learn the complicatedsoftware. They can provide free classes to teach the users how to use theirproducts, and how to generate the information they demand by using the complexsoftware. This method, however, is not what I want to advocate. Since it is notonly time consuming but also expensive.
To sum up, I deem a good way to solve theinformation congestion is that information industry design easier and moreuser-friendly technologies for users to deal with the information moreefficiently.                                                                 (396)

Question:

The following appeared in a letter to theeditor of a regional newspaper.

`In response to petitions from the manyfarmers and rural landowners throughout our region, the legislature has spentvaluable time and effort enacting severe laws to deter motorists from pickingfruit off the trees, trampling t hrough the fields, and stealing samples offoliage. But how can our local lawmakers occupy themselves with such pettyvandalism when crime and violence plague the nation's cities? The fate ofapples and leaves is simply too trivial to merit their attention.~
Your Answer:
In the argument, the editor conclude thatbecause the government has proposed to spend more time and funds on protectingfarmers, the time and funds spent on crime and violence will be reduced. Tosupport his conclusion, he made comparison between the fate of the agricultural products and thedestiny of citizens, in an ironic tone. This argument, though seeminglysomewhat convincing at the first glance, cannot survive further scrutiny. In my part, itsuffers the following logic flaws. In the first place, the author assumes thatthe total money to serve and protect the region is fixed. However, he cites nofurther information to substantiate this assumption. Common sense tells us thatthe money spent on the public services such as protecting the farmers andkeeping a good public security system is usually collected from tax payers. Itis likely that because farmers are better protected, they earn more money andthus submit more tax to the government so that the fund could be used to reducecrime and violence. The governmentcould also call for donations from agriculture-related companies to donate somemoney to protect the farmers. In both cases above, the money allocated topublic security will not be reduced.
In the second place, the author alsoassumes that the time spent on preventing criminal behaviors will be reducedcaused by a increase in the time spent on legitimating the illegal behaviors hurting the farmers' interests. This assumption, again, is unwarranted in that the government could hire morepoliceman and lawmakers who protect both the farmers and the general citizens.
To sum up, the editor fails to substantiate his conclusionthat the proposed legislation intended to protect farmers from motorists willexclusively lead to less government attention to the general public security. In other words, the editor would have to involve more evidences and makefurther explanationsto draw a sound and convincingconclusion.                 (317)
